Define a minimum or maximum skill level on a task

Som etime we need someone very experiences or sometime someone junir to a certain task. It would be nice to say that for Task X we need someone with SKILL A but with a minimum (or maximum) level of X. That way we could indicate to the algorithm to only pick people that have the skill but with a certain minimum or maximum level.

It would be nice to have the concept of task difficulty, based on which the assignment algorithm will pick one worker rather than another based on the defined skill level
